The Movement We’re Building
Where Covenant for Forgotten Warriors stands today and our 3-year vision for systemic change and accountability
Where We Stand Today
Covenant for Forgotten Warriors emerged from necessity. When government agencies systematically abandoned Kelvin Blas for years, traditional advocacy channels failed. Specifically, congressional offices ignored us. Additionally, media showed no interest. Meanwhile, the State Department perfected obstruction as policy.
Therefore, the CFW vision for the future movement had to become something different. Not just another advocacy organization hoping agencies would voluntarily do better, but rather a focused operation built specifically to expose abandonment, force transparency, and create consequences for failure.
CFW’s Current Operations
Documentation Warfare: Systematic FOIA campaigns that expose agency obstruction and build evidence of abandonment patterns
Congressional Pressure: Direct engagement with representatives using documented evidence to demand accountability
Public Exposure: Revealing hidden policies, secret files, and systematic failures through strategic communication
Network Building: Connecting with others who’ve experienced government abandonment to identify patterns
Legal Groundwork: Building documentation that can support future legal action against abandonment
We’re not yet an established organization with major funding or large staff. Instead, we’re a focused mission driven by the principle that Americans who served should never be abandoned. Furthermore, every FOIA request we file, every congressional contact we make, every piece of evidence we expose moves us closer to systemic change.
What We’ve Accomplished
In the relatively short time CFW has been operational, we’ve begun changing how government abandonment is understood and challenged. Moreover, our approach of relentless documentation and strategic exposure is creating new pressure points for accountability.
Exposing Systematic Failures
Secret File Discovery
Revealed that Chargé d’affaires Ronald E. Hawkins Jr. created a hidden dossier on Kelvin, an American citizen
Exposed how embassies use secret files to justify abandonment
Documented embassy obstruction of access to these files
FOIA Obstruction Patterns
Filed multiple transparency requests exposing systematic delays
Documented State Department “forgetting” properly filed requests
Built evidence of coordinated obstruction across agencies
Racist Abandonment Evidence
Documented Ambassador’s “Americans aren’t Black” statement
Showed how racism became institutionalized policy
Revealed racial discrimination in consular services
The question remains: If Kelvin were white, would he still be abandoned after seven years? Yes, probably – because the fundamental issue is that abandonment has no consequences. However, race determined how quickly and completely he was dismissed, how easily the embassy justified doing nothing, and how comfortable they felt creating secret files rather than providing help. Systematic abandonment affects all Americans overseas, but racial discrimination – whether against Black Americans, Asian Americans, Hispanic Americans, or other people of color – accelerates and intensifies it. The system fails everyone; prejudice determines who gets failed first and worst.
Building Infrastructure
Beyond individual case exposure, CFW is building the infrastructure needed for long-term impact. Specifically, this includes comprehensive documentation systems, FOIA escalation protocols, congressional engagement strategies, and public communication platforms that ensure systematic failures can’t stay hidden.
Our Growing Capabilities
We’ve developed systematic approaches to forcing transparency that other abandoned Americans can use. Furthermore, our FOIA paper trail methodology, escalation strategies, and congressional pressure tactics are documented and replicable.
Importantly, every piece of evidence we gather serves dual purposes: advancing Kelvin’s case while exposing patterns that affect all abandoned Americans. Additionally, this approach maximizes impact from limited resources while building toward larger systemic change.
The 3-Year Vision: 2025-2028
CFW’s mission isn’t just about one veteran or even a dozen. It’s about fundamentally changing how government agencies treat Americans overseas. Therefore, our 3-year vision focuses on creating systemic accountability that makes abandonment impossible to hide and costly to continue.
Year 1 (2025-2026): Establish Precedent
Building the Foundation
Primary Goal: Bring Kelvin home while documenting every obstruction as evidence of systematic failure
- First, complete comprehensive FOIA campaign exposing State Department abandonment policies
- Subsequently, secure congressional hearings on embassy failures and transparency violations
- Meanwhile, build legal case for accountability through documented evidence
- Additionally, establish CFW as recognized authority on government abandonment overseas
- Finally, connect with 10+ other abandoned Americans to document patterns
Year 2 (2026-2027): Scale Operations
Expanding Impact
Primary Goal: Transform individual cases into movement demanding systemic reform
- Initially, launch nationwide abandoned American identification campaign
- Then, establish rapid-response FOIA and congressional pressure system
- Next, secure media partnerships for ongoing abandonment exposure
- Simultaneously, build coalition with veteran advocacy organizations
- Furthermore, initiate legislative campaign for stronger protection of Americans overseas
- Ultimately, help bring home 3-5 additional abandoned veterans/Americans
Year 3 (2027-2028): Force Systemic Change
Creating Accountability
Primary Goal: Implement policy changes that make abandonment legally and politically impossible
- Pass legislation mandating consequences for embassy abandonment
- Establish independent oversight of consular services
- Create enforceable timelines for embassy assistance
- Implement transparency requirements preventing secret files
- Build permanent advocacy infrastructure ensuring no American is forgotten
- Achieve measurable reduction in government abandonment cases
Concrete Goals & Metrics
Vision requires measurable objectives. Consequently, CFW’s 3-year plan includes specific, trackable goals that demonstrate progress toward systemic change.
Advocacy Metrics
FOIA Success Rate
Current: 0% compliance from State Dept
Year 1 Goal: 50% response rate
Year 3 Goal: 100% legal compliance
Congressional Engagement
Current: Emails sent – no responses
Year 1 Goal: Secure 2 oversight hearings
Year 3 Goal: Pass accountability legislation
Veterans Brought Home
Current: Kelvin’s case active
Year 1 Goal: Kelvin home + 2 others
Year 3 Goal: 10+ successful repatriations
Infrastructure Development
Building Sustainable Operations
Documentation Systems: Develop replicable FOIA paper trail methodology that any abandoned American can use
Legal Framework: Build case law establishing government liability for abandonment
Network Growth: Connect abandoned Americans, creating collective pressure impossible to ignore
Media Strategy: Transform individual cases into ongoing narrative about systematic failure
How We’ll Get There
Vision without strategy is wishful thinking. Therefore, CFW’s 3-year plan includes specific tactics for achieving each milestone and forcing systemic accountability.
The Escalation Strategy
Phase 1: Documentation
Continue filing FOIA requests, appealing denials, escalating to OGIS, and documenting every obstruction. Additionally, every “no” becomes evidence of systematic failure. Every delay proves abandonment is policy, not error.
Phase 2: Political Pressure
Furthermore, transform documented evidence into congressional action. Specifically, oversight hearings expose failures publicly. Legislative proposals create consequences for abandonment. Media coverage makes hiding impossible.
Phase 3: Legal Action
Moreover, when administrative and political channels are exhausted, documented evidence supports legal challenges. Consequently, courts can force compliance where agencies choose obstruction.
Phase 4: Legislative Reform
Ultimately, individual victories create precedent for systemic change. Therefore, successful cases demonstrate need for mandatory accountability measures. New laws make future abandonment legally impossible.
The Compound Effect
Each FOIA request filed creates pressure. Each congressional contact demands response. Each public exposure increases cost of abandonment. Consequently, over time, these compound into a force agencies cannot ignore.
This is how movements create change: persistent, documented, strategic pressure that makes the status quo more expensive than reform.
Why CFW’s Vision for This Movement Is Achievable
Ambitious goals require realistic assessment. Therefore, CFW’s 3-year vision is built on proven strategies, documented evidence, and growing momentum that makes systemic change not just possible, but inevitable.
Proven Tactics
We’re not inventing new advocacy methods. Instead, we’re applying systematic documentation, legal pressure, and political accountability to a problem agencies prefer to hide. Furthermore, our FOIA escalation strategy, congressional engagement, and public exposure tactics have forced responses where silence was once the norm.
Growing Evidence
Every month of CFW operations adds to our documentation of systematic failures. Specifically, secret files exposed, FOIA obstructions documented, racist policies revealed – each piece of evidence strengthens the case for accountability and makes abandonment harder to defend.
Increasing Pressure
As CFW identifies more abandoned Americans and connects their cases, the pattern becomes undeniable. Moreover, individual stories of abandonment become evidence of systematic policy. Consequently, agencies can no longer claim isolated incidents when documentation proves coordinated obstruction.
The Momentum Factor
Each victory creates leverage for the next. Therefore, Kelvin coming home proves abandonment can be overcome. Additionally, congressional hearings force agency accountability. Furthermore, media exposure makes hiding impossible. Consequently, early successes compound into systemic change.
Join the Movement
CFW’s 3-year vision isn’t something we achieve alone. Instead, it requires Americans who refuse to accept that abandonment is acceptable, who demand government keep its promises, and who believe veterans deserve better than systematic betrayal.

Build the network forcing change
Three years from now, CFW will have fundamentally changed how government agencies treat Americans overseas. Indeed, abandonment will be documented, exposed, and held accountable. Consequently, veterans will come home instead of being forgotten. Moreover, the covenant our government broke, we will have forced them to keep.
Build the Future With Us
This is how movements succeed: people who refuse to accept systematic injustice, who demand accountability, and who persist until change becomes inevitable. The 3-year vision starts now.
“We started with one veteran abandoned by policy. In three years, we’ll have changed the policy that abandons them all.”
– David ‘Tracker’ Burger, CFW Founder | Director
