Abandoned Abroad Initiative

Detention, Repatriation & Consular Accountability — for veterans, contractors, and U.S. citizens stranded or abandoned overseas with no meaningful government assistance.

When a U.S. citizen is detained, stranded, or abandoned overseas, the expectation is that consular and government channels will respond. ABI exists for every case where they didn’t — where calls went unreturned, embassies stayed silent, and families were left to piece together what was happening on their own.

This initiative supports veterans, government contractors, and any U.S. citizen caught in this kind of overseas crisis, with a direct line into CFW’s documentation and FOIA infrastructure when government failure needs to be formally recorded.

CFW Case 2026-CFW-INF-GOV-1001: The Kelvin Blas case — a U.S. Army veteran stranded in West Africa amid documented State Department obstruction — is the model this initiative was built around. 40+ FOIA requests, multiple appeals, and a sustained press campaign have grown directly out of this case, with litigation now ready to proceed.

How This Initiative Works

Overseas Detention Case Intake

Establishes the documented record of detention including country, legal status, consular contact history, family information, and timeline of government inaction.

Family Advocacy & Communication

Provides families with a single point of contact, regular updates, and coordinated messaging while navigating overseas detention or crisis situations.

Consular Accountability Tracking

Documents embassy and consular contact history, response failures, named officials, and obstruction patterns for advocacy and potential legal action.

Repatriation Support

Assists with document recovery, passport coordination, travel planning, and family reunification logistics for veterans and citizens returning from overseas crisis situations.

State Department Obstruction Documentation

Builds the formal FOIA and correspondence record of State Department failures, named officials, and documented obstruction. Feeds directly into TSM investigations.
