This belief shapes how Americans view their government’s role. When someone mentions a veteran stranded overseas, the natural response is: “But surely the embassy is helping?” Furthermore, the idea that agencies would systematically abandon Americans seems hard to believe.

That belief – that faith in the official story – is exactly what agencies count on. However, the silence they count on isn’t just absence of noise. Instead, it’s the presence of false confidence in a system that deliberately fails.

Breaking Through the Ignorance Barrier

Kelvin Blas believed that story too. When Togolese courts illegally seized his passport in March 2020, he went to the U.S. Embassy expecting help. After all, he was an American veteran. Instead, he met systematic refusal. Not just once, but repeatedly. Month after month, year after year. In fact, the embassy didn’t just fail to help – they documented reasons why they wouldn’t help.

What Actually Happens

2020: Ambassador reportedly told Kelvin “Americans aren’t Black” – establishing racist abandonment as policy

2020-2023: Abandonment continued through multiple embassy personnel changes

2024: Chargé d’affaires created secret file to justify continued refusal to assist

2025: FOIA requests about abandonment delayed, responses buried in spam folders

Result: American veteran abandoned for over 5 years while embassy maintains fiction of “providing assistance”

This isn’t one case. This isn’t one “bad apple” at one embassy. Rather, this is systematic abandonment protected by the government abandonment information gap we explored in Part 1.

The Protection of Distance and Silence

Geographic distance serves agencies well. Kelvin is in Togo, West Africa. Most Americans couldn’t find Togo on a map. As a result, he can’t easily tell his story. He can’t show up at congressional offices. He can’t appear on local news demanding answers.

When pressed about abandoned Americans, agencies deploy hard-to-understand bureaucratic language. “Privacy concerns prevent us from discussing individual cases.” “This is an ongoing consular matter.” “We provided appropriate assistance within our guidelines.”

Translation Guide

“Privacy concerns” = We don’t want you to know what we did

“Ongoing matter” = We’re hoping you’ll forget about this

“Appropriate assistance” = We did the minimum and documented reasons to do nothing more

“Within our guidelines” = We created guidelines that justify abandonment

This language achieves two goals. First, it sounds official and reasonable. Second, it reveals nothing. Ultimately, the public hears words that seem responsible while learning nothing about actual abandonment.

Strategy 2: Complexity Creates Confusion

Multiple agencies can claim “not our responsibility” while no one actually helps. For instance, the State Department says it’s a host country legal matter. Meanwhile, the Embassy claims they can’t interfere with local courts. Congressional offices hear these explanations and accept them.

The complexity becomes the excuse. Essentially, “it’s complicated” means “we don’t have to act.” Meanwhile, the American remains abandoned while agencies point fingers at each other – or more accurately, while each points away from themselves.

Strategy 3: Media Disinterest Keeps Stories Buried

CFW has tried to interest media in Kelvin’s story. The response? Silence or brief interest followed by nothing. Clearly, one stranded veteran in Africa doesn’t compete with domestic news cycles. Without viral moments or celebrity interest, systematic abandonment stays buried.

Agencies know this. Consequently, they know most cases won’t break through the noise. The silence they count on continues because the stories that would end it never reach the public.

Why the Silence They Count On Is Their Protection

Here’s the uncomfortable truth: As long as you don’t know about Kelvin, agencies face no pressure to help him. As long as systematic abandonment remains hidden, it continues without consequences. In other words, the silence they count on isn’t an unfortunate side effect – it’s the primary defense that allows abandonment to continue.

The Calculation

Agencies make a simple calculation: Helping Kelvin requires effort, resources, and potential embarrassment if the full story of racist abandonment becomes public. By contrast, doing nothing requires only maintaining silence.

As long as the public doesn’t know, doing nothing has no cost. The calculation favors abandonment every time.

The silence they count on makes abandonment the rational choice for agencies that face no accountability.

This is why they “forget” FOIA requests. Similarly, this is why they bury responses in spam folders nearly two weeks past legal deadlines. Additionally, this is why they create secret files that Americans can’t access. In short, every block to transparency protects the silence they count on that shields them from consequences.

Think about that for a moment. An American veteran has been abandoned for over five years. The evidence of systematic obstruction, racist policy, and deliberate abandonment exists and is documented. However, most Americans will never know his name or his story.
